Covid travel restrictions return – the new rules explained

The government announced the measures one day after it had stated that it did not plan to reintroduce Covid test.

What are the new rules?

Since China has abandoned its “zero covid” policy, the virus has quickly spread across the People’s Republic of China. Beijing plans on easing border restrictions next week to allow more people to flee.

The UK government is concerned about the possibility of a dangerous variant being introduced to the world by sudden changes in China. Italy, Japan, the United States and Japan share this concern.

Ministers in China say travel restrictions are necessary in order to detect “any new variants” that could be circulating in China.

They are concerned at Beijing’s inability to share data about the spread of this virus. However, the UK government claims it is working with China on the next steps and that the measures will be reviewed if there are any improvements in information sharing or greater transparency.

What is the new procedure?

You must also show the negative result at check-in to airline staff. It can be PCR (rapid antibody) or lateral flow (rapid blood). The latter is usually faster and more affordable.

The inspection is mandatory for all airlines.

The UK government has changed its test specifications since the peak of the Covid pandemic. This means that notification of the result can now be made in English, French, Spanish, or Mandarin. It can be sent as a printed document or an email, or as a text message over the phone.

Your passport name and date of birth must match exactly. The test provider must be identified (with contact details) as well as the date that the test sample was received.

The government stated that you cannot use the NHS’s pre-departure tests.

Most flights from mainland China arrive at London Heathrow, with a weekly flight between Beijing & Manchester on Hainan Airlines. However, the intention is to place restrictions across the UK.

Passenger 18 years and older may be asked to pass a second test after landing. This is “to strengthen existing safeguards to detect new variants.” This option is only available at Heathrow, and it does not stop passengers from leaving the airport.

Can travelers show evidence that they have been infected?

A negative Covid test is sufficient.

Weren’t told that covid restrictions have ended?

Yeah. Grant Shapps (then Transport Secretary) stated last March that the UK was “leading” the world in lifting all Covid travel restrictions and “keeping international travel moving”.

The government stated that it would keep a variety of emergency measures in reserve, but would only use them “in extreme circumstances” to delay any harmful variants of Covid from entering the UK.

Mark Harper, Transport Secretary insists that China’s lack of reliable Covid data means that such reasonable and proportionate temporary measures are required before it reopens its borders.

Are there many people who travel from mainland China to the UK directly?

No. According to Cirium flight analytics company, six nonstop flights of 1,795 seats are expected to arrive in the UK via People’s Republic over next week. The planes will be arriving from Beijing, Shanghai Guangzhou, Qingdao and Guangzhou. This is a significant number considering that New York receives more than 10 million people every day.

There is also a weekly flight between Beijing and Manchester.

What about visiting another site?

The new rules are applicable to “all direct and indirect flights departing from mainland China”.

These include people who travel from China to fly from the UK and Hong Kong. Xian Hong Kong-Heathrow ticket holder needs to pass a test. For those who are not Chinese but have traveled to Hong Kong on a separate flight or overland ticket, it is unclear how the airline staff will know that they need to present a certificate. There are currently three daily flights from Hong Kong to London Heathrow on Cathay Pacific or British Airways.

Many travellers between China and the UK travel through Dubai and Doha, in particular. Anyone with an entry ticket showing a flight path, for example, Shanghai-Dubai-Birmingham, must present the necessary test result upon check-in in China.

But because Scotland has not yet reinstated travel restrictions, they will not need to take a test if they travel to Shanghai-Dubai-Glasgow. It is difficult to know if a Chinese check-in agent will be able to appreciate the differences between England and Scotland.

What happens next if a Chinese arrival tests positive for Covid?

The UK’s Health Security Agency has begun monitoring arriving from mainland China on Sunday, 8 January.

The government states that all positive samples will be sent to sequencing. Arrivals with Covid do not have to be self-isolated or placed in hotel quarantine. However, anyone with Covid is required to follow the standard UK guidance. This includes “avoiding crowded places like public transport, large social gatherings or any closed or poorly ventilated space.”

She says: “Try to stay home and avoid contact with other people for five days after the day of your test.

You may be able to ask family members, friends, and neighbors for food or other necessities.

“If you feel unwell or have a fever during this period, you should follow this advice until your body is able to resume normal activities.

What do scientists think?

“In order to improve intelligence, we are strengthening surveillance, in addition the existing routine testing protocol,” stated Professor Susan Hopkins, chief medical advisor at the UK’s Health Security Agency.

However, she stated that there was no evidence of potentially dangerous variants being spread.

She stated that evidence suggests that the recent increase in cases in China may be due to lower natural immunity, lower uptake of vaccine boosters, and not the emergence or new Covid-19 variants.

Many scientists doubt the validity of pre-departure testing from China. They say that travel restrictions must be negative PCR tests for all people traveling to the UK from any part of the world.

“If an epidemic is growing, most of the infected people will have been infected recently,” said Adam Kucharski, co-director of the Center for Epidemic Preparedness and Response. “It also means that it is less likely that you will test positive.”

BBC 5 Live was informed by Dr Chris Smith, a University of Cambridge clinical lecturer in Virolology. He said: “I agree what Chris Whitty told Rishi Sunak. That is, testing people and then stopping their coming will not lead us to success.” Big difference.

What has the response been from the travel industry to this change?

Some people are angry. China is an important country for business and tourism. China accounted for five percent of all international expenditures before the pandemic. The travel industry is anticipating a rapid rise of Chinese tourists abroad to help their financial recovery.

Willie Walsh, director general of the International Air Transport Association (IATA), said: “It is extremely disappointing to see such a rapid return to measures that have proven so ineffective over the past three years.

“Research on the arrival of the Omicron variant concluded that putting up roadblocks made no difference to peak infections.

These restrictions may have delayed the peak by only a few days. If a new variant appears in any part of the world, the same situation will be expected.”

Clive Wharton (CEO of the Business Travel Association) called the move “a major blow to the entire industry” and “a big step backwards in customer and business confidence.” He said that Britain could “slowly withdraw into a lonely isle”.

Julia Le Puy-Said CEO of Advantage Travel Partnership stated, “This policy makes absolutely zero sense.”

Paul Charles, chief executive officer of the PC Agency, stated that this was a sensitive, targeted, and light-touch measure that ensures that those who leave China are Covid negative. It also allows the UK government to gather and assess more information about the extent of Covid-19 spread within the country.

“This action will help to prevent any future measures that would be detrimental to travel in general.”

Can a covid-test spread?

This is clearly possible. China is an exception, as Covid infections are rapidly spreading in large numbers and the health authorities are not open to it.

However, China’s rapid turnaround has made it clear that other countries could be considered a threat due to rising infections or concerns about potentially dangerous variants. This could lead to increased pressure to tighten controls.

The World Health Organization insists that “travel bans will not prevent international spread, and place a heavy burden on lives and livelihoods.”
